Protect the Safety of our Streets
A 30-unit condo complex has been proposed to the city of La Canada Flintridge for 4600 Ocean View Blvd - wedged between single-family homes. This would create a public safety threat (danger to pedestrians, vehicles, timely evacuation) on the surrounding narrow streets of Rockland Place, Cross Street, and Ocean View Boulevard.

HOW DID THIS HAPPEN?
A Land Use Map mismatch noted by the City in 2015 was NEVER CORRECTED.
Background: The land (the parcel at 4600 Ocean View, plus two immediately adjacent parcels to the north without addresses) was previously owned by the original owners of the Big Lots development. They originally considered a large development that communicated with the Big Lots site. This is why the 4600 site was historically designated Mixed Use on the Land Use map - it was anticipated to possibly connect to the Big Lots site under common ownership. The two northern parcels were NOT previously designated Mixed Use. See 2013 Land Use Map showing the odd shapes of the northern two parcels, and how their type-designation color matches the surrounding Residential designation.
The original owners never developed the 4600 site. They sold the Big Lots site in 2011, separating the Big Lots from the 4600 site.
They then sold the 4600 site plus the two northern parcels in 2014 to Triland Development. Triland asked for a lot line adjustment to make the three parcels more equal in size for PLANNED SINGLE FAMILY RESIDENTIAL DEVELOPMENT. Excerpt from LCF Planning commission meeting November 13, 2014:
LCF Planning Commission Report March 2015 further clarifies “This land use designation will be changed to Medium Density Residential in the future as per City Council direction.”
More context and history from the LCF Planning Commission Report, March 2015:
Note the final line: the City “decided to not change the existing zoning on these three parcels from residential to Mixed Use, and at an opportune time in the future, change the General Plan Land Use Map designation back to Residential to match the existing zoning.”
But this recommended change of the Land Use Map back to Residential DID NOT HAPPEN!
Instead, the Land Use map designation (Mixed Use) and the Zoning map designation (Residential) continued to be mismatched.
They were still mismatched when the current owner/developer purchased the three parcels in 2018.
They were still mismatched when the City updated its Housing Element in 2021.
The mismatch was finally corrected when the City’s Housing Element was deemed noncompliant during the litigation over 600 Foothill. In the scramble to correct the mismatch, the City matched them in the WRONG DIRECTION: they changed the Zoning to Mixed Use instead of correcting the Land Use to Residential.
This helps explain why this site is unsafe for this development.
It was no longer considered for Mixed Use once it separated from the Big Lots development.
Any Mixed Use of this site was never studied or approved by the City because it was erroneously zoned as such in a panic.
The residents on the narrow dead-end street of Rockland Place must not be put at risk by the City’s clerical error.
The current City Council did not create this problem. But they did inherit it. And it is their duty to fix it to keep the residents of La Canada Flintridge safe.
Street Safety Specifics
Cars belonging to residents of the proposed development will travel on Ocean View Blvd, Cross Street, and Rockland Place to/from their units. 30 condo units translates to an expected at least 60 additional vehicles on these streets.

The Rockland Place driveway will be a 20’ slip between two single-family homes.
The Ocean View driveway will be 26’ that will be created by tearing down the current single-family home on the site, also running between two single-family homes.
Traffic on surrounding streets (Rockland especially) will be at least doubled by this project, AT LEAST DOUBLING THE RISK OF TRAFFIC ACCIDENTS INCLUDING PEDESTRIAN INJURY/FATALITY.
Rockland DOES NOT CONNECT to Foothill (single narrow pedestrian ramp only). ALL ROCKLAND TRAFFIC enters/exits via Daisy Lane or Cross Street.

Neighbors received extremely short notice about the approval process of this project. We need to organize NOW to make our voices heard to City Council! This project would double the traffic on the already-unsafe surrounding streets. Disaster evacuation would become even more precarious. Make your voice heard about the importance of neighborhood safety!
